September 2001
The CAPST Ninth Annual Convention was held at Chinese Civic Center on Sep. 9, 2001. The member assembly elected CAPST 2001-2002 Board of Directors and Mr. Yusheng Yuan was elected to serve the President of the new board. The assembly passed the proposal of the amendment of the CAPST Bylaw proposed by the board. The convention invited Mr. Gordon Quan, the Houston City Council Member, to give a keynote speech entitled "The road leading to my success and the importance of participating in community service". In the convention, Mr. William Hua was invited and appointed as a CAPST advisor, and Attorney James Shu was appointed as CAPST legal advisor. A group photo captured the moment with all the attendees at the end of the convention.

According to the new article of the CAPST Bylaw, CAPST accepts corporate members. In its first application, Sea Engineering, Inc. became the first CAPST corporate member. Sea Engineering was a newly established, fast growing sea engineering firm, developing and designing advanced deep-water tension-lag platform. CAPST VP Dr. Chunfa Wu is the VP of the firm.

Proposed by CAPST, Chinese Civic Center, Houston Zhiqing Association, Vietnam-Cambodia-Laos Chinese Association, U.S. Chinese Friendship Association and Yellow River Chorus, organized a donation collection activity for 911 victims, on September 15th, at Chinatown supermarkets and the community centers. While holding the annual meeting at Chinese Civic Center on the same day, CAPST, coordinated by VP Dr. Shaohua Hu, collected $1,300 donation from CAPST members. The donation was sent to American Red Cross. On the same day, the donation with the amount totaling about $25,000 was collected in the Houston Chinese community.

On Sep. 30th, CAPST board passed a motion of establishing the CAPST Society of Economics and Law, chaired by CAPST legal advisor, Attorney James Shu, and the Society of Environmental Science and Chemical Engineering, chaired by CAPST board member, Dr. James Li.

October 2001

Invited by Nanjing University of Medicine (NUM), former CAPST President Dr. Qingyi Wei visited NUM and its hospital and the Jiangsu People's Hospital (JSPH) during Oct. 23th-26th. He delivered two presentations on "Progress in Molecular Epidemiology and Study on Lung Cancer Molecular Epidemiology" at NUM and JSPH respectively. During his visit, Dr. Wei met Mr. Ming Wang, Deputy Governor of Jiangsu province, and Dr. Ronghua Chen, the President of NUM, and had discussions with NUM administrations on establishing a joint effort of enhancing the training of Ph.D. graduate students and postdoctoral fellows in the related areas.

During the celebration for the 52nd Anniversary of People
's Republic of China in 2001, CAPST VP Dr. Shaohua Hu was invited to the visiting-and-sightseeing group to China by the Office of Overseas Chinese Affairs of the State Council of China. This group consisted of a few selected individuals as among the new generation of US immigrants from China.
CAPST Society of Medicine and Bioengineering, Chinese Civic Center and Houston Zhiqing Association held a special seminar to public on anthracnose and its prevention at Chinese Civic Center on Oct. 27th.


CAPST Society of Computer Science and Information Technology held a gathering party for its members at residence of the Chair, Dr. Xinhua Chen on Oct. 28th. About 25 members and their spouses attended the gathering. Most of the participants were professionals in computer science and information technology. CAPST President Yusheng Yuan, Executive VP Dr, Zihong Zhang and advisor Dr. Jiahuang Ji attended. Society Chair Dr. Xinhua Chen presented his working plan for the society and held a discussion on how to improve CAPST website. Dr. Ji introduced current status of preparation of the 2002 Southern U.S. Symposium on High Tech and Economic Development. Dr. Zhang proposed discussion topics on computer science and information technology for the symposium.


November 2001

CAPST Society of Economics and Law and the US-China Association of Attorney in Law, Texas Chapter, held the founding meeting for the Economics and Law Society at the Fung's Kitchen in the evening on Nov. 9th. Society Chair, CAPST legal advisor Attorney James Shu, organized the meeting. About 25 members and guests attended, including several well-known Houston Chinese attorneys, economists and businessmen, as well as some CAPST board members and advisors. Chairman of Southern News Group, Mr. Wea-hua Lee, Consul Mr. Linying Ma of the Office of Science and Technology and Consul Mr. Yansheng Ma of the Office of Education Section of Consulate General of P. R. China were also invited. CAPST President Mr. Yusheng Yuan, Consul Mr. Linying Ma and Mr. Wea-hua Lee gave speeches during the meeting. Mr. James Shu introduced to the attendees the goals and the proposed research topics of the society, including the influence of China¡¯s joining WTO on business competition in China, WTO law frame and economic and legal analyses of business operations of Chinese business entities in the U.S.

CAPST Society of Environmental Science and Chemical Engineering held the first gathering meeting at the board member April Chen's
home on Nov. 11th. Eight members come from major US firms and schools including ABB, Alliance Engineering, Rice University and UT Medical Branch. The meeting was presided by Society Chair Dr. James Li. The attending members discussed the goals and directions of the society, their interested research topics, and the preparation of the 2002 Southern U.S. Symposium on High Tech and Economic Development. The immediate focus of the society was to recruit more members and support the preparation of the 2002 Symposium. CAPST President Mr. Yusheng Yuan attended the meeting.

CAPST Society of Energy Science and Engineering held a member information exchange meeting at the Chair Yingjie Li
's residence on November 17th. Director of USA Representative Office of China National Offshore Oil Corp. (CNOOC) Mr. Chongxin Zhang was invited to the meeting. He briefed the status and plan on Chinese energy industry development. New and old members gathered together, exchanged information and proposed many valuable suggestions to the society.

December 2001

The First International Symposium on Construction and Sustainable Development of West China was held successfully in Chengdu, Sichuan from Dec. 17th to 19th, 2001. This symposium was sponsored and organized by the Office for Western Region Development of the State Council (OWRD), State Administration of Foreign Experts Affairs (SAFEA) and the Federation of Associations of Chinese Professionals in Southern USA (FACPSU). Leaders from OWRD, SAFEA and Sichuan Province and the experts from the U.S. and China, about 130 people, attended the opening ceremony of the symposium. Led by former CAPST President, Vice Chairman of FACPSU Dr. Jin Wang, the foreign expert delegation was formed by 17 experts from the Southern U.S. region. CAPST President, Baker Hughes Sr. Project Engineer, Yusheng Yuan, Prof. Huawei Zhou of University of Houston and Technical Consultant of ASPEN Corp. Dr. James Li represented CAPST to attend the symposium, and presented and published papers on energy and new technologies.


On December 31st, CAPST, Sino Professional Club and Chinese Civic Center held a grand 2001 New Year's Eve party. Several hundred CAPST and SPC members and their families and friends enjoyed delicious food and excellent art performance by professional Chinese musicians.


February 2002

The Organization Committee of 2002 Sino-US Symposium on High Tech and Economic Development held a news conference on Feb. 17, 2002 at the Chinese Civic Center. The committee announced that the conference entitled "2002 Sino-US Symposium and the Fourth Conference of the Federation of Associations of Chinese Professionals in Southern USA" would be held during May 10 through 12, 2002, at the Asia-American Study Center of University of Houston.

Dr. Jianjun Zeng on behalf of herself and her late husband Mr. Jingxuan Xu presented their donation to CAPST. CAPST board of Directors decided to use this money as a start fund for the 2002 Sino-US Symposium in May. CAPST board of Directors decided to name subsequently Mr. Jingxuan Xu as a Honorary CAPST member, and invited Dr. Jianjun Zeng as a lifetime CAPST member.


On February 22nd, CAPST and Houston Chinese community held a farewell banquet at the Ocean Palace Restaurant for Consul General Mr. Zhang Chunxiang of the Consulate General of the People's Republic of China in Houston, prior to his departure for his new responsiblity.


The Office of Education of the Consulate General of China in Houston invited members of CAPST Society of Medicine and Bio-engineering and some Chinese scholars and researchers from Texas Medical Center for a Chinese New Year tea party in the conference room of the Office of Education on February 23rd. Consul Mr. Yansheng Ma, Chunlai Bai and Fuling Yang attended the tea party.


On February 24th, CAPST member Dr. He Dacheng gave a speech on the subjects of
that is the current scientific research Condition in China? How do the overseas scholars choose to work with someone or an institute in China?" in Chinese Civic Center. Dr. He Dacheng is a senior CAPST member and a former director of the CAPST Board. He held a senior research position at the Texas Medical Center before he was invited to China for key research projects in October, 2000. At the time of the event, he was a professor and Director of the Cell Biology Research Institute at Beijing Normal University, Director of the Key Laboratory of Ministry of Education in Cell Proliferation and Control, Chief Scientist and Deputy Director for the Protein-Group Research Institute of Chinese Higher Learning Institutions. After the seminar, CAPST board invited Dr. He for a farewell dinner at the New Shanghai Restaurant.

March 2002

CAPST held its 2002 Spring Picnic on March 30th in Bear Creek Park. Approximately 300 CAPST members and their families and friends and about 20 consuls and their families from the Consulate General of the PRC in Houston enjoyed this wonderful day of picnic, the recreational activities, the tug-of-war, the chess games, volleyball and other outdoors activities. Because of good preparation of food and activities, effective announcement and free of charge to the members, the member participation was great and the picnic was extremely successful. More than 10 professionals joined CAPST during the day.


May 2002

2002 Sino-US Symposium on High Tech and Economic Development" and The Fourth Conference of the Federation of Associations of Chinese Professionals in Southern USA?were conducted successfully from May 10th to 12th at the University of Houston. About 200 experts, scholars, renowned economic and legal professionals from both the U.S. and China, as well as several government and enterprise delegations from China attended the Symposium. At the symposium, they discussed various topics of common interests, including energy, medicine, computer and information technology, chemical engineering and the environmental protection, business and law. The participants also engaged in business/commercial exchanges on different levels.


Mr. Hu Yeshun, Consul General of People's Republic of China in Houston hosted a grand reception at his official mansion for the delegates and representatives of the ?002 Sino-US High Tech and Economic Development" and the "Fourth Conference of FACPSU" in the evening on May 10th.


The Fourth Conference of the Federation of Associations of Chinese Professionals in Southern USA was conducted in the afternoon on May 11th at the University of Houston. Nine professional associations from Houston and other state in Southern U.S. and about 30 representatives attended the conference. The conference elected Dr. Jin Wang as the President, Dr. Jiansheng Yan as the Executive Vice President and Dr. Peng Lu as the Secretary General of the new board of the federation. The conference decided that the next conference of the federation and the technical symposium would be held in Miami, Florida in 2004.


The Organization Committee of the 2002 Sino-US Symposium held a grand entertainment banquet in the Hilton Hotel at the University of Houston. Approximately 250 distinguished guests and delegates and the conference attendees were invited and attended the banquet. Texas State Senator Mr. Braun, on behalf of the Texas State, presented the Certificates of Honorable Texan to Professor Zhao Zhongxian, Academician of Chinese Academy of Science, and Dr. Song Jun, President of Tsinghua University Enterprise Group. Special Assistant to Houston Mayor Ms. Helen Chang, on behalf of City of Houston, presented the Certificates of Honorable Citizen of City of Houston to Dr. Pei Gang of Geogia Tech and Professor Wang Xinkui of Shanghai WTO Affairs Consultation Center.


Dr. Song Jun and the delegation from the Tsinghua University Enterprise Group were invited and arrived in Houston on May 9th for attending the 2002 Sino-US Symposium. The organization committee arranged for the delegation to visit the Compaq Computer and the Texas Instruments. TI Vice- President Mr.Gregory Detagi and others at TI welcomed the delegates.


Delegation of the Overseas Chinese Affairs Office of the State Council of PRC headed by the Deputy Director of Economy and Science-Technology Department Mr. Tan Tianxing visited Houston from May 8th to 11th, and attended 2002 Sino-US Symposium.


Delegation of Shenyang City Municipal Government headed by Mr. Zhao Daping, the Deputy Director of the Office of Foreign Affairs visited Houston from May 8th to 12th, and attended 2002 Sino-US Symposium. With the arrangement by the Organizing Committee of the symposium, the Texas Department of Economy Development and the City of Houston, the delegation visited Austin, the capital city of the State of Texas, as well as Houston. They had meetings with the Mayor of Austin and the officers of City of Houston and exchanged the intent for establishment of friendly and cooperative relations with the two cities.


Four-member delegation from Panjing City Petroleum High Tech Development Zone, headed by Mr. Jiang Bin, attended the 2002 Sino-US Symposium. During the symposium, the delegation met several business entities for commercial exchanges, also met the representatives of the City of Houston in the morning on May 10th under the arrangement of the organization committee, and signed the intention statement with the City of Houston on future cooperation in petroleum and pertro-chemical projects.


CAPST Director in international exchange Dr. Xuejie Liu and his wife returned to China on May 20th to start their new career. Dr. Liu, as a current CAPST board member, served CAPST conscientiously and silently; he is high praised by many of us. Especially during the 2002 Sino-US Symposium he undertook many conference affairs and made important contribution. CAPST board and some CAPST members held a farewell dinner on May 19th for Dr. Liu and his wife.


CAPST legal advisor, Chair of the CAPST Society of economics and Law Attorney James Shu, invited by the Torch Center of the Ministry of Science and Technology, attended the
Fifth China Beijing New Technology Industrial Week and the China Beijing International Expo of Science and Technology" from May 25th to 28th; and also attended on invitation the third Forum of Overseas Scholars in High Tech Industrial Development" to give speech to the western region of China. The speech group was formed with 14 speakers. They spent 12 days and gave speeches and had discussions in Beijing, Lanzhou, Xi'an and Chengdu, and visited the high tech development zones and the overseas student incubation parks in each city.

June 2002

Invited by the Office of Overseas Chinese Affairs of the State Council, CAPST VP Dr. Weidong Le and Dr. Shaohua Hu attended the ?002 Conference of Chinese Enterprise Science and Technology Innovation and Cooperation" in Hangzhou, Zhejiang from June 1st to 4th. The overseas delegates, local business and the government officers, more than 500 people, attended the conference. Beyond the 3-day-long conference, the delegates also visited the Hangzhou high tech development zones. Invited by organization committee, Dr. Weidong Le gave a talk on the technical symposium. Several business representatives showed high interests to Dr. Le's
two projects.

CAPST held a special appreciation party in the evening on June 8th in Chinese Civic Center to sincerely thank the Consulate General of People's Republic of China in Houston, the City of Houston, Texas Department of Economy Development, the Center for Asia-America Studies at the University of Houston, the Houston Chinese community and various organizations, the members of the symposium organization committee and the CAPST members and their families who gave big support and contribution to the 2002 Sino-US Symposium on High-Tech and Economic Development. At the party, all CAPST members and the invited guests enjoyed the delicious food and the entertainment. The atmosphere of the party was extremely warm and happy.


The CAPST Society of Medicine and Bioengineering organized and arranged the physicians and medical experts from Texas Medical Center to provide a voluntary physical check up and medical consultation to all officials and staff of the Consulate General of PRC in Houston. CAPST VP Dr. Weidong Le, Secretary General Dr. Zhongxing Liao and other physicians participated this voluntary medical activity.


July 2002

CAPST Society of Computer Science and Information Technology organized a seminar on Data Mining to the public at the Chinese Civic Center in the afternoon on July 13th. The speaker was CAPST advisor, Associate Professor in Computer Science at Sam Houston State University, Dr. Jiahuang Ji.. Approximately 40 people attended the seminar.
CAPST Society of Medicine and Bioengineering held a news conference on July 27th at the Chinese Civic Center for the Second US-China Symposium on Medicine in 21st Century". This Symposium will be held in Shanghai International Conference Center from October 25th ?9th, 2002. Member of the Symposium Organization Committee, Chair of the CAPST Society of Medicine and Bioengineering Dr. Weidong Le hosted the news conference.


August 2002

CAPST member Mr. James Jiang, Mr. NinggangYao and Alice Chen gave a seminar to public on strategies for investment in stock market in Chinese Civic Center on August 25th.
CAPST board of directors decided to organize a celebration event for the 10th anniversary of the Chinese Association of Professionals in Science and Technology, and to publish a CAPST 10th Anniversary Book.

Yusheng Yuan delivered his annual report of 2001-2002. Dr. Zihong Zhang was elected as the president of CAPST for 2002-2003 at the convention.


September 2002

On September 22nd, First board meeting of 2002-2003 was held at Dr. Zihong Zhang
’s residence. Dr. Zhongxing Liao was elected as the executive vice president, Mr. Jianjun Jiang as the secretary general, Ms. Hongyu Zhou, Dr. Shaohua Hu, Dr. Weidong Le, and Dr. Yingjie Li as vice presidents. The board meeting also designated responsibilities for the rest of board directors. It passed a motion inviting Yuansheng Yu and Chunfa Wu as new advisors of CAPST.

On September 29, Office of Education, Office of Science and Technology, and Office of Overseas Chinese Affairs of Chinese Consulate General in Houston hosted a social dinner for all board directors.


October 2002

On October 5th, a joined committee from 80 organizations of Houston was formed to welcome Chairman Jiang Zemin of China. CAPST president Dr. Zihong Zhang participated in the initial arrangement and held the post of co-chair of the committee. Attorney James Shu was as a legal advisor and Dr. Yuanhui Sun was in charge of security. Dr. Jiahuang Ji and Ms. Hongyu Zhou were in charge of transportation scheduling. Dr. Shaohua Hu was in charge of welcoming activities in the airport and also the medical services.
From October 23rd through 25th, Chairman Jiang Zemin of China arrived at Houston for a three-day official visit. About 3000 people from more than 100 organizations in the Chinese community took part in various activities of welcoming Chairman Jiang. About 100 members of CAPST were involved.


From October 23rd through 26th, The 2nd Sino-US Symposium of Medicine in 21st Century was successfully held in Shanghai by Medicine and Biomedical Engineering Society of CAPST and Shanghai Ruijin Hospital.


November 2002

On November 3rd, the seminar on Retirement Planning was provided by Mr. Jianjun Jiang, Mr. Ninggang Yao, and Ms. Alice Chen.

On November 9th, Dr. Changqing Zeng, the chief scientist of Beijing Hua Da Gene Research Center, delivered a speech on the development of life science research in China. Medicine and Biomedical Engineering Society of CAPST and Houston Zhiqing Association jointly sponsored the event.


December 2002

On December 11th, Houston Mayor Lee Brown and Chinese Consulate General in Houston held a welcome reception in honor of Mr. Yao Ming, the top draft pick of NBA in 2002 and the new center for the Houston Rockets. Many board directors and advisors of CAPST participated in the reception and had photos taken with Mr. Yao Ming.

On December 31st, CAPST and Houston Yao Ming Fan Club organized a group of Rockets fans to the Compaq Center and had a memorable New Year's Eve watching the NBA game of Houston Rockets vs. Milwaukee Bucks.


January 2003

On January 18th, about 60 people attended the seminar of
“Opportunities and Challenges? that was provided by Economy and Laws Society of CAPST.
On January 31st, the website of CASPT was publicized to enhance the connection among the members of CAPST.

March 2003


On March 8th, Mr. Jianjun Jiang and Mr. Ninggang Yao gave a seminar on Tax Returns.
On March 23rd, Dr. Xinhua Chen gave a seminar on how to use Microsoft Access. About 50 people participated.

April 2003

On April 12th, Energy Science and Technology Society of CAPST presented a scientific seminar Sub-sea Oil & Gas Production System?
On April 13th, the annual BBQ party of CAPST was held at Bear Creek Park. Consul General Yeshun Hu, Deputy Consul General Gang Bi, and other consuls from Chinese Consulate in Houston were invited. About 150 people came to the party.
On April 13th, Dr. Shaohua Hu, VP of CAPST, and Dr. Wei Cao from Shanghai Ruijin Hospital gave a seminar on SARS Prevention.
On April 14th, Dr. Weidong Le, Dr. Zhongxing Liao, and Dr. Shaohua Hu visited Dr. Marshall, the medical advisor of President Bush, to discuss how to prevent SARS in USA. The officers from Chinese Consulate General in Houston were among the visitors.
On April 27th, Dr. Jiahuang Ji gave a seminar on the basic design of databases, with 40 people participated.
On April 29th, CAPST board called CAPST members to donate money for supporting the medical staff who were fighting SARS in China.

May 2003

On May 3rd and 4th, four groups of people from CAPST collected donations at the front of supermarkets to support China in fighting SARS.
On May 18th, Medicine and Biomedical Engineering Society of CAPST organized a free medical service for staff of Chinese Consulate General in Houston and CAPST members.

June 2003

On June 1st, Mr. Charles Li gave a computer seminar on J2EE technology.
On June 20th, CAPST International Exchange Center (CAPST-IEC) was founded. Mr. Gang Bi, Deputy Consul General of China, Ms. Martha Wong, Texas Senator, Mr. Jensen Shen, Director of Texas Economic Development of Asian Division, and representatives from other organizations in Houston participated in the ceremony.
On June 25th, Education Consul Mr. Yansheng Ma invited the members of CAPST-IEC for a social dinner.

July 2003

On July 3rd, CAPST-IEC published its website.
On July 20th, Zihong Zhang gave a seminar on Computer Network. About 80 people participated.

August 2003

On August 9th, CAPST-IEC and China Jianghan Petroleum Bureau signed a pact for cooperation in the future.
