Chinese Association of Professionals in Science and Technology (CAPST) was founded in October 1992. It is a non-political and non-profit professional organization, which was registered in the State of Texas.  Its missions are to facilitate and promote scientific, cultural and economic exchanges between China and the United States, and to provide a platform for its members to benefit their career advancement through networking.

Most CAPST members hold advanced degrees in science, engineering, medicine, business administration, law, education and other fields. CAPST members hold various important positions in private companies, universities and research institutions. Both the quality and quantity of the professionals in Greater Houston provide unlimited growth potentials. Currently CAPST has more than 500 registered members.

CAPST consists of six professional societies: Computer science & Electric Engineering, Energy Science & Engineering, Chemical Engineering & Environmental Science, Medical Science & Biomedical Engineering, Economy & Law, and Business Management.

CAPST is run by the board of directors who are elected annually by CAPST members during its annual convention. The board of CAPST appoints advisors who are either former presidents of CAPST or those who have made great contributions to CAPST. The board also appoints honorary advisors.

CAPST has been playing an important and influential role in the Chinese Community in Houston and Southern U.S.A. Over the years CAPST has successfully organized several high-profile Sino-US conferences and symposia and has sent numerous delegations to China. It hosts seminars regularly for the benefit of the community. CAPST publishes newsletters quarterly to report its activities and "CAPST Journal" annually to share the knowledge of various professions in plain language. In August 1996, CAPST made the initiative in establishing the Federation of Associations of Chinese Professionals in Southern USA (FACPSU), with the mission of uniting all organizations of Chinese professionals in southern USA, creating a bridge between US and China for exchanging in science and technology, economy, culture, and seeking opportunities for member organizations to participate in the development of American society. As of September of 2006, FACPSU had twenty-one organizations representing the Chinese professionals in the eleven states of southern USA. Two of CAPST ex-presidents served as the presidents of FACPSU in the past.
